Abstract

The purpose of this study is to summarize the review and analytical work of the authors and formulate proposals for improving the regulatory framework in the field of safe operation of hydraulic structures of the reclamation and water management complex. The results of the work increase the reliability and completeness of information support for management decisions. As a result of a scientific and analytical review of the existing regulatory framework in the field of safety of hydraulic structures, the researchers considered 269 regulatory legal acts. As a result of the work, the authors formulated proposals for introducing and changing the regulatory framework, in particular, their reduction and optimization. It is noted that the spread in the statistical data of Federal Service for Ecological, Technological and Nuclear Supervision, the Ministry of Emergency Situations, the Ministry of Agriculture and the National Union of Liability Insurers in the field of safety of hydraulic structures reflects the inconsistency and disinterest of these organizations in the general concern for the operability and safety of production facilities, which include hydraulic structures. The activities of all organizations interested in ensuring the safety of Russian hydraulic structures should be subject to the state idea of rational use of water resources in Russia, which is especially relevant in the near future, since water resources will continue to play a global key role in the regional and global economy.
