Publication Ethics | Policy on handling appeals

The editorial board of The Journal «Ekologiya i Stroitelstvo», based on recommendations of the Committee on Publication Ethics (COPE), follows these fundamental principles:

criteria for authorship and authorial contribution are disclosed in each article: the author is only a person who has significantly participated in the writing of the work, in its concept, scientific design, collection, analysis and interpretation of material;

all authors approve the final version of the article and give their consent to its submission for publication, they are equally responsible for its content;

any unauthorised authorship changes may result in the rejection of the article, or retraction, if the article has already been published;

when making a decision on publication, the Journal Editorial Board is guided by the scientific importance and novelty of the work, originality, reliability of the results, clarity of the manuscript, its correspondence to the profile of the journal;

publication of an article under the name of the author implies the emergence of copyright and distribution of materials under license Creative Commons Attribution 4.0 International License (see details on License options);

publication of text not agreed with the author and inclusion of unauthorized persons among the co-authors (those who did not participate in it cannot be listed among co-authors), is a violation of ethical standards and provides a basis for the withdrawal of the article;

all manuscripts submitted to the Journal are mandatorily registered and go through double anonymous peer review (anonymized review process) (see details on Peer review), including peer review of the scientific content of the manuscript regardless of membership in the Editorial Board of the author, race, gender, religious views, origin, citizenship, social status or political preferences of the authors;

the reviewer who, in his opinion, is not qualified to evaluate the manuscript or cannot be objective (conflict of interest with the author), at his request, is excluded from the review process of this manuscript;

information that is plagiarism is not allowed for publication in the journal; The Journal (Ekologiya i Stroitelstvo) uses native russian-language plagiarism detection software Antiplagiat to screen the submissions; if plagiarism is identified, Committee on Publication Ethics (COPE) guidelines on plagiarism will be followed.;

unoriginal fragments or statements are obligatory indicated (author and source); plagiarism in any form, including unregistered quote, paraphrase or assignment of rights to the results of other people’s research, is unacceptable; attribution of authorship, fabrication and falsification of data are unacceptable;

unpublished data, information or ideas obtained from the submitted manuscripts are kept confidential and not used for personal purposes and are not passed to third parties without the written permission of the author;

The Editorial board takes appropriate measures in the event of ethical claims concerning submitted manuscripts or published materials (including written appeals, statements and reviews of published materials);

The Editorial board takes appropriate measures on potential conflicts of interest in accordance with the rules of Committee on Publication Ethics (COPE);

the policy on correction and retraction is based on recommendations of the Committee on Publication Ethics (COPE) (see details on License options);

detection of significant errors or inaccuracies in the article during the review process or after its publication should be immediately reported to the Editorial board for correction;

The Journal «Ekologiya i Stroitelstvo» guarantees access to publications, providing long-term storage of materials in leading digital repositories of scientific information (see details on Journal indexation);

publication in Ekologiya i Stroitelstvo is free of charge for all the authors; The Journal doesn't have any Arcticle processing charges; The Journal doesn't have any Article submission charges; he Journal does not prepare paid reviews (see details on Guide for authors).

Policy on handling appeals

Editorial decision appeals policy

Authors who wish to appeal the revision or rejection decision for their manuscript may submit a formal appeal. Appeal requests must be made in writing to the journal by e-mail: journec@bk.ru (with the word «Appeal» in the subject line. Appeals will only be considered for manuscripts that have been peer-reviewed and will not be considered for those rejected outright by the Journal Editorial board. The appeal must be submitted by the corresponding author of the manuscript. All authors must agree to the submission of the appeal.

Corresponding authors should:

submit their appeal within 1 month of the date on which the authors receive the editorial decision;

- not submit their manuscript to any other journal or start a transfer process to another journal while their appeal is being considered;

- detail in the appeal letter why they refute the decision and provide point-by-point responses to any of the editors’ and/or reviewers’ comments that may have contributed to the rejection decision, together with supporting evidence (please note that appeals will not be considered where manuscripts have been rejected because they do not comply with The Journal publishing policies or where there is a difference of opinion as to the interest, novelty, or suitability of the manuscript for The Journal Ekologiya i Stroitelstvo);

- предосprovide supporting evidence if they believe the Editor or Reviewer has made technical errors in their assessment of the manuscript;

- provide supporting evidence if they believe the Editor or the Reviewer may have a conflict of interest or has been biased.

Appeal requests which do not comply with the above requirements will be rejected and not considered by The Journal Ekologiya i Stroitelstvo).

The time required for the consideration of an appeal may vary (up to 3 months from receipt of the appeal by the Editors) in accordance with the scientific field, and the complexity of the manuscript and its conclusion, among other reasons.

The corresponding author may withdraw an appeal request by sending an email to the same e-mail address used to submit their appeal with the words «Appeal withdrawal» and the manuscript reference number in the subject line.

The appeal request will be considered by the journal’s Editor-in-Chief or their designated representative (such as members of a Journal’s Editorial board) depending on the nature of the appeal. Where there is an allegation of a conflict of interest on the part of the Editor, the appeal will be handled by a different member of the editorial board.

The appeal request will be assessed in accordance with The Journal’s policies and aims and scope. The Journal Ekologiya i Stroitelstvo will notify the corresponding author of the outcome of the appeal.

Should The Journal Ekologiya i Stroitelstvo agree to reconsider the manuscript, acceptance is not guaranteed, and the reconsideration process may involve re-review by previous or new reviewers and/or Editors, and substantive revision. Only one appeal per submission will be considered and the appeal decision will be final. The Journal Ekologiya i Stroitelstvo is unable to consider appeals in which the subject matter is part of a legal dispute and reserves the right to suspend or discontinue an ongoing appeal in such cases.
